	Several programs to <a href="http://www.e-foreclosuresearch.com/stop-foreclosure.php"  title="stop foreclosure">stop foreclosure</a> have been launched in the U.S. since the start of the real estate crisis. However, most of them have failed to reach their target number of homeowners while others have requirements that borrowers failed to satisfy. As the number of foreclosed properties continues to rise, prices of houses continue to decline in most markets, including Western Pennsylvania.</p>
<p>
	<a href="http://www.e-foreclosuresearch.com/listings_view.php?st=PA&amp;cn=Philadelphia&amp;city=Philadelphia"  title="Philadelphia foreclosure listings">Philadelphia foreclosure listings</a> and distressed property numbers in most counties of the western part of the state have remained at high levels, pushing residential prices down and even discouraging a lot of would-be buyers. For March 2011, both home sales and prices dropped in the western region of Pennsylvania compared with one year ago. After recording positive numbers during the months of January and February, analysts stated that the region is back to where it started.</p>
<p>
	Sales of <a href="http://www.e-foreclosuresearch.com/listings_view.php?state_sg=PA"  title="PA foreclosures">PA foreclosures</a> and regular houses in the region totaled 1,804 in March, down by 3.3% compared with March 2010 when 1,865 housing units were sold. Meanwhile, the median selling rate for homes sold during the month was $114,950, down by 3.8% from one year ago when the median selling price was at $119,500. Analysts however, argued that prices and sales last year were artificially inflated by the U.S. federal government&#39;s tax credit incentive.</p>
<p>
	They asserted that statistics for prices and sales would have looked better this year if not for the incentive offered last year. However, they do expect prices to continue to drop in the region in the coming months as the market finds it difficult to stop foreclosure from dominating the home buying sector. Meanwhile, when individual counties in the region are assessed; two showed sales declines year-over-year, while three posted gains.</p>
<p>
	A lot more buyers <a href="http://www.e-foreclosuresearch.com/"  title="find foreclosed homes">find foreclosed homes</a> and regular dwellings in Allegheny, Butler and Washington Counties attractive as sales surge in these areas during the month of March. Allegheny&#39;s housing sales went up to 1,092 units in March of this year compared with the 1,080 in March 2010, while Butler&#39;s sales jumped from 151 housing units to 156 year-over-year. Meanwhile, Washington County&#39;s sales jumped from 182 units last year to 185 this year.</p>
<p>
	In the counties of Beaver and Westmoreland, on the other hand, sales went down year-over year. Beaver&#39;s sales declined from 160 in March of last year to 121 units this year, while Westmoreland sold 250 housing units this year as opposed to 292 a year ago. Realtors are hoping that the region will be able to stop foreclosure from rising further to prevent decreases in residential prices.</p>

However, studies conducted by the California based E-Foreclosuresearch, the real estate analyst of the state has some concrete answers now.</p>

<p>E-Foreclosuresearch has analyzed that one in every 1,696 homes in Pennsylvania ended up with a foreclosure in the May of this year, 2008. If you compare this with the national average, where one in every 483 homes is under some kind of a foreclosure proceeding currently, it shows that the rate of <a href="http://www.e-foreclosuresearch.com/listings_view.php?state_sg=PA" >Pennsylvania foreclosures</a> is less than one-third of the national average. Undoubtedly, this is a very healthy statistic for the state, and is definitely indicative of the general discretion of the Pennsylvanian homebuyer.</p>
<p>As each month prods on, the rate at which <a href="http://www.e-foreclosuresearch.com/" >foreclosed homes</a> are arriving in Pennsylvania&#8217;s real estate is going down. From April to May of 2008, the rate has gone down by a significant 1.5%. This is good for the current year, but if we take into account the statistics of the last year, we will find that the rate has actually increased by 11% since last year. Even so, we must note that the national average of foreclosure homes has increased over the last year. A big contribution in this is made by the subprime loan lenders who are almost thoughtlessly giving out loans to people who cannot pay back, making their homes end up with foreclosures.
